Section 16 of the Freedom of Information Acts 1997 and 2003 requires that public bodies subject to those Acts publish a manual setting out the rules, procedures, practices, guidelines and interpretations used by the public body, as well as an index of any precedents used for the purposes of decisions, recommendations etc. affecting members of the public, other than for matters exempted under the Acts.
The Office Section 16 Manual is a guide to the rules, procedures, practices, guidelines and interpretations used by the Office. Please note the current version of the manual on this website supersedes our previous version but, as there are some internal reconfigurations ongoing, does not represent the complete process picture.
The purpose of the Ombudsman’s Section 15 manual is to offer an insight into the role of the Office and how it sets about carrying out its work. The manual also seeks to assist you in identifying and getting access to the records held in the Office.
